^ practice with a Stylus pick. From my experience, dipping in the string as you cross is the biggest limiting factor when trying to play across strings. Especially even groupings and single note patterns.
Very odd bunch of exercises in that PDF... How often are you going to need a 15/8 finger picking pattern with such a bizarre rhythm? Surely if you want to get good at finger style patterns you can just get a book that already covers it? There are dozens of great books that cover this already...
^ yep sounds like tension to me. Try using a pick with good grip and apply as little pressure as you can on the pick. Also make sure you aren't digging into the strings too much as this will force you to grip the pick even harder.
2 notes per string with economy picking across 2 strings is very easy. I would say you should focus on alternate to begin with as it has more applications than economy. When you are comfortable with alternate, add some economy exercises in too.

It is a lifetimes work, you can always know your scales better. The only way to get good at different keys is to actually do it. If you forget the first one, spend a little bit of time each day playing your major scales through the circle of fifths.
