Alright well none of those suggestions worked so I installed windows xp as a dualboot on my computer and installed everything there and it's working good now. Thanks for the help.

I am running Amplitube as a vst in reaper

I have to agree with this one. I spent years honing my technique only to find I forgot how to write a good song. Sit down with your guitar, a drum machine and some way to record it. Creativity is one of the biggest things missing in most players development.
