Yeah you're absolutely right, a 42 tuned to E2 is only 14.8lbs!
Although i do find that the lower the string the more tension you need.
My two thinnest strings are around 15lbs and i like it cos it feels bendy.
But 15lbs would feel too floppy for my lowest string.

I tried 80 then 85 but still found them too floppy
A D'Addario 74 tuned to F1 on 27.3" scale would have 14.5lbs of tension

I'd probly do:
G3 = 17
D3 = 22
Bb2 = 30
F2 = 42
C2 = 58
F1 = 90
I like a bit of tension, anything less that 90 tuned to E (1 semitone below you) on 28.625" (21.6lbs) is too floppy i find.
27.3" tuned to F1 will be very similar tension.

I'd personally make it slightly less pointy than you stipulated in your first post, also i'd reshape the lower horn slightly to match, a bit like this:

I'm making a neck the same as you're doing:
Maple with 2 dark 6mm stripes, 12mm apart.
The stripes were gonna be walnut but the motherpisskidneying things warped like fook when i cut em to thickness so i got some quartersawn wenge instead & added 2 5mm x 6mm carbon rods.
