Price range?
Specs you prefer?
Hardtail only, or is any fixed bridge okay?

Other than price range, are there any other specs you'd prefer?

Neck thickness?
Active or Passive pickups?
Neck joint?
Scale length?

Find yourself a used Ibanez RG7621, it's got a great thin 25.5" scale, bolt-on maple neck. It's stock pickups aren't much to write home about, but you can grab an RG7621 cheap enough to upgrade to any pickups you want.

Though, if you want something new, look at the RG1527Z. While it may not be stock with a hard tail, about five minutes, and some small blocks of wood can make it one. :)

Other than those, there really aren't any thin necked, 25.5" scale, bolt-on 7-strings, as far as major brands go. I have heard some great things about those Chapman guitars, as far as build and construction goes. I do hear that the electronics and sometiems hardware do need to be replaced.

As far as guitars close to what you spec'd out:

The Schecter Jeff Loomis NT (non-trem) has a fairly thin (not Ibanez thin, but not typical Schecter thick), 26.5", set-neck, but the price is pretty good, quality isn't too bad, and they sound pretty darn good out of the box.

Also, look at the ESP NT7. It's got the 25.5" scale you're looking for, as well as nice, sleek neck. It just happens to be neck-thru and not bolt-on.

Finally, look into the Ibanez RGA7. It may be more "budget oriented" as far as it's overall build and electronics go, but it's the only new guitar that has all the specs you want. If you're willing to put a little work in, namely a pickup swap, and possibly a fret job to get it playing like a much more expensive guitar, then it'd be a great project 7.
