Get a police report going, and call your local elected representatives. They're more likely to listen to constituents and have the mechanisms to apply pressure/call favors in with law enforcement to do anything, especially if this is felony-level theft. Our constable will get into these kinds of disputes where there's a clear party in the right and resolution to be made. Best outcome I see is being able to convince police prior that the equipment is indeed yours, and a cop coming along to a sale to enforce a handover of stolen property. Don't expect charges to be brought unless there's definitive evidence he stole them.
