I've listened to the song countless times and still have not come to a conclusion on what Ron is doing to play that first diminished part in the beginning. Is it a pull-off flutter type deal? Some trick?

No flutters man, just sustained notes by the sounds of it.

What you perceived to be a flutter is just the sound of two notes a semitone apart sustained.

Isn't there a rule that goes along with that semi-tone stuff and how it's able to be done?

yeah, its just minor seconds played over each other so it sounds 'off'
