A question for anyone who understands the Android OS

I did my research and found out the issues surrounding android and low-latency audio. Kinda disappointing considering how powerful the new devices are (quad core at 1.9ghz, 2 gigs of ram for the S4).

I'm wondering if the input latency problems are hardware or software. If it's a software bug in android at least I can hope they patch it...I don't want to go back to iOS...
