You're in luck as eBay protects buyers to the point that you can pretty much screw over a seller even if they did nothing wrong.
To Do:
-Contact seller.
-Contact eBay.
-Contact PayPal/your bank.
Unless you did something equally shady, and many times even if you did, eBay will have your back.
