I'm not sure if the question is sarcastic or not, but I'd unironically answer yes to both of these. Plenty of the venues in my area have very little PA support, and sometimes no monitors, so you absolutely have to rely on your own stage volume.

This is always the safe bet IMO. If they have a good PA and monitoring, great. If not, you're still golden. Personally I can't play right if I don't have sufficient stage volume, I've grown quite accustomed to that feel and am very reliant upon it, especially at earplugs volume.
