Is there an Ibanez custom shop in Europe, or a custom shop in America I can contact to order an eight-string guitar?

No, its only open to endorsees, its the LA Custom Shop.

We seriously need to sticky a thread telling people this,I'm getting annoyed at how often I see people ask this question.

LACS is ONLY open to Ibanez Endorsees. It has and most likely never will be open to the general public.
